Try folding and pinning sheet into the right shape. Use that as a template. Design looks very basic.

Reconstructing the Orkney Hood
The initial pattern was the same as for the original hood but enlarged by ca. 50% to fit my wife (top left). It was then adjusted for a better fit (top right and bottom left) to get the final pattern (bottom right).
