Old Axe ID ?

I bought this for a fiver from a boot sale just because of the unusual shape. Anyone got any ideas as to where it's from and what it's designed for. The mark stamped on it is not very clear, there are the letters H and B separated by an upwards arrow in a circle and the writing underneath starts with HULTS..... and the second line starts with an F.. cant make out much more. (clean, sharpen and new handle are on the things to do list, honest)
