North American Indian flint tool...identification?

This is part of a friend's collection and we were wondering what it might have been for. Can anyone make an educated guess as to its purpose? I am leaning towards it being jewelry of some sort, but the owner thought it might have been a scraper, despite it not being all that sharp anywhere.

It looks like the kind of thing used to scrap arrow shafts, or porcupine quills.

Similar to what they said,
Though my guess would be an arrow gauge (as there are no sharp edges) - to find where more wood needs to be scraped/abraided to make a perfectly parallel arrowshaft.

I hadn't thought of that; good point, I did think it was a pretty complicated bit of knapping though, and no way would I ever manage it.
