North American Indian flint tool...identification?

This is part of a friend's collection and we were wondering what it might have been for. Can anyone make an educated guess as to its purpose? I am leaning towards it being jewelry of some sort, but the owner thought it might have been a scraper, despite it not being all that sharp anywhere.

Similar to what they said,
Though my guess would be an arrow gauge (as there are no sharp edges) - to find where more wood needs to be scraped/abraided to make a perfectly parallel arrowshaft.

I hadn't thought of that; good point, I did think it was a pretty complicated bit of knapping though, and no way would I ever manage it. :rolleyes:
