Have a look at this article... it's for needles made from antler but the principle is the same for bone
If you want bone to make them from, have a look in the pet shops. They sell chunks of boiled and cleaned bone ready to use 
Best to do any sanding outside, and I'd wear a mask too. The smell and the bone dust gets everywhere
.......yeah, I know I'm a good vegetarian, but the principle holds, you don't want to be breathing the dust in if you can help it.
