mystery tool I.D. required

Found this whilst trying to declutter one of my sheds. Can someone identify its use for me ?

Both halves slide & the half moon rod slips over the needle eye
I think it might be something to do with weaving ? but I'm lost

Look for Roy Patented rug knitter. Sometimes threader. First half of the 20th century.
Also called a Rapid Rug Maker.
