I reminds me of those toggle style plasterboard fixings. It will go through a hole but not come out again.

Maybe for manipulating netting or mesh of some kind.
 
It is a compost stirrer aka aerator. My folks had one like that, think its an older design, there are plenty of similar things if you google, but not with that wood handle. Spoiler....they don't work all that well!!

Material looks somewhat anodized so not very old. May help place it time line wise.
That is yellow chromate on zinc plating.
I think my parents' one looks similar, despite being over 20 years old. Amazing how well things last when A)they are so rubbish they don't get used and B) one of their owners cannot bear to throw useless things away!

I should add that it is possible that this thing is being sold now for some other purpose, which would also explain its new appearance and that none of the hits I got on Google looked like that. However, I know that my folks bought theirs based on adverts that suggested it would help with the annual despised compost turning event.

I am convinced, that it is the newest boathook model and issued on secret British navy submarines. You all know it very well but aren't allowed to talk about.
