Mysterious tool with horse head handle

I found this tool from an old tool box, but not quite sure what they are for, and the name of the tools. Any ideas?

I've never seen anything resembling those used on horses.

I'm not a Farrier, was just a guess, was thinking it could be used to clean up the foot before a new shoe was fitted, the horses just made me think that.

I think Mesquite was right with a muddler and pick. Though more likely an olive/ slice pick than ice pick.

Not sure why they were kept in the vintage tool box from 1960s with rusty saws, chisels and squares
First I too, thought they had something to do with horse maintenance work or carpentry
