I have this ex-West German border guards poncho that i have shortened, originaly it was knee length.
I goes down to my waist and is open in the sides, only a tab on both sides at the bottom to keep it close.
Made of some sort of plastic and totally waterproof, open sides lets it let out moisture.
Idea with this is that it folds down small and fits in a pocket and gives 100% proof against rain down to waist, arms will also get wet.
Can be worn over or under a jacket. When worn on top of a jacket I can pull in my arms and keep them dry.

 
No hood.

Under sounds very sweaty indeed! Can I ask what circumstances you've worn it like that and how it was?
Have not had a chance to use it yet. Have not been out caught by rain, does not rain very much where I live. Or have been lucky to be inside during heavy rain.
