Is the lock knife finished?

With the way the law now stands, is it worth bothering to have a lock knife for bushcraft use? It must be carried stowed away in a pack until you are actually in the woods for fear of being arrested. If this is now the case, why bother? Surely the fixed blade will be the best way to go, given that, as far as the law is concerned, it has to be treated the same way as a locking knife, yet the fixed blade would be the more sensible choice for bushcraft use. Is the lock knife finished?
