Amp up the base - affordable insulated jackets will always be heavy, lighter ones will cost a bomb and be fragile

So, yes to Merino - smartwool 1/4 zip 250 gsm. The Woolpower 200 1/4 zipand 400gsm full zip are good

For grid fleece, look at Outdoor Research (often on sale), Patagonia or Paramo.

There's plenty of others offering these types of things. But merino, grid fleece and that terry kind of stuff that Woolpower use are top options

Chuck an unlined carhartt or similar over that. The Barbour sleeveless is insulated and tough

Power banks heat only no smart
I've never used battery powers heaters but these Zippo hand warmers work well. Either put them in the pockets of your outer coat to keep you hands warm or in the pockets of one of your mid-layers to heat them up.
