New. Received this as part of a HPG Aston House Back Country pack, but it's surplus to requirements. Shipped to me with some dust on, seen in pics, but it brushes off fine.
It's a beavertail that affixes to packs externally.

" The panel is a single layer of hypalon laminated to velcro loop on the back. It is PALS cut with holes on the edges for accessory cordage. You can mount PALS pouches on the front, and either PALS or velcro pouches on the back"
Colour is Ranger Green.
Selling what you can see in the picture, as the rest of the straps / buckles are part of my pack. Will either drop onto a HPG AH or you can add buckles / g-hooks to fit on a MOLLE pack.
