A Licence is only needed from age 12 (Don't ask me why 12, I have no idea!)

Is the practice that "goes back to the age of the Spinning Wheel" that you refer to, Jigging with Wool?

If so, it is completely Legal provided that you use a Rod.

I used the phrase 'Fishing Licence' here in this thread, specifically because it is about Eel traps, therefore talking about "Rod Licences" would not really make any sense.

BTW if you fancy "digging out a Badger with a Dog Rose", I would be more than happy to Video the event for you. :D

Small harbours are a good place to catch eels. I didn't use a trap but caught loads with rod and line from Exmouth docks when I was a lad. Don't know about the rules on traps but you don't need a licence to fish in the sea with a rod and line, you may be best to ask the harbour master before fishing in the docks too. Some let you and some don't
