The biggest issue with altering goretex (and I have done it, but I'm not volunteering) is properly re-sealing the seams. Industrial machinery uses a kind of focused heat gun, and pressure, on the tape to do it securely. We struggle with an iron.
You'll need to line a permanent hood too, the fold away ones are usually single skin. The wiring is pretty straightforward, but only if there's enough of a 'bill' to the front of the hood to accomodate it.

Not saying it can't be done, it can. I did it for my husband's last lightweight goretex jacket. Just that it took a lot of time and fussing to get it just right, iimmc.

I have tried the seam sealing glue, and the diluted down superglue, on goretex seams. They don't last is my experience of them. The tape does, but getting it securely affixed, especially on curved seams, is a right royal pain in the situpon.
