Hate being stumped, but this one will not show up on my key id websites I use
http://wildflowerfinder.org.uk/ & http://www.botanicalkeys.co.uk/flora/index.html
And the Collins book being drawings is handy but not the best.

So I can tell you that is was found in clubrush on the banks of the Hamble which gives it a brackish/marsh habitat which can get flooded during spring tides.
There are no leaves on the stalk and the leaves appear to come from the base but not sure if its a rosette or rhizome.
The tall stalk for the flowers was approximately 60cm tall so not easy to spot when growing in-between the clubrush.

I think you may be right, foolishly I dismissed sea lavender initially as the images I saw showed a mass of flowers but these was a bit more but sparse but that is probable the environment and the number of plants.

Cheers, always good to have a second opinion.
