Still done in Cornwall for bait such as sand eels and is legal according to the newstyle fishery protection organisation that replaces the Sea Fisheries Committee.

Goodness that takes me back! We used to go down to Exmouth beach regularly in the 60s to get fresh mackeral free. They were seining for bass but some mackeral always came in too, you could go down and pick them out of the nets if you wanted. They did ask for money for the bass though as that was the crop they were harvesting for the fish stalls next day, still a good buy and cheaper than the market but you had to kill and gut the fish yourself - no problem :). It was a wonderful sight and very good fish.
