Also, does anyone know if the waterways licence I'd get by joining canoe wales covers the boat or the person i.e. if there are two of us in a single canoe on a canal do we both need a licence?

No, it's the boat. And, to be totally honest, I've never been asked for mine but we do use very quiet waters.

I was never asked for mine - though one of my pals was asked for his at Goytre Warfe on the Mon & Brec canal.

I've seen that there is such a thing now as the Brecon Water Trail too which looks quite cool. Essentially it's a circular. From the wharf head down the canal to Brynich aquaduct then Portage the short distance to the Usk and head back up to the wharf along the river.
