As I regular London cyclist I am surprised only to have lost 2 bikes over the years. I got a bit of vandelism once as well.
Rule one - Never leave it (or the lock) out over night, however good the lock.
Rule two - Out of sight out of mind. When I visti patients on council estates I carry the bike up the stairs in the block of flats at least one flight so it is not visible to passers by.
