It's for making "rag rugs" made from strips of cloth rather than wool think they called then "peggy rugs".

You use it to poke strips of Rags through a piece of cloth in rows- as others said before to turn the piece of cloth into rugs. A lovely old, traditional tool

The pieces of rag that are used to make the rug would be something 1/2" wide and a bit less than 2" long. They are looped through a gauze with very coarse mesh. My grandfather made literally dozens of rugs like that and he even made a carpet for the stairs (which I have in storage somewhere, still waiting for the French joiner to get the mezzanine staircase done).

I have the tool that granddad used too, it's just like your one (but in much better condition despite several decades of use).

Me? no thanks, that was one I had but gave away as I didn't have a use for it.
