Looks like it was purpose-made rather than forged from a hammer. Look where the eye area transitions to the bit -- that's a very smooth transition, and would take a lot of bumping-up/upsetting if a hammer-head had been necked-down there. Plus the eye has been drifted to a teardrop shape.
