looks like a hammer that has been made into an axe. possibly a ball pein that has had half the ball cut/ground off?
whats the story behind it?
 
None really. i found it at a car boot

I already have one like it...its very handy.

You will notice a lot of Nessmuks pals had similar items
 
Looks like it was purpose-made rather than forged from a hammer. Look where the eye area transitions to the bit -- that's a very smooth transition, and would take a lot of bumping-up/upsetting if a hammer-head had been necked-down there. Plus the eye has been drifted to a teardrop shape.
 
hi when iworked in the steel industry we used to get some of the guys in the workshops to make an axe out of an old ballpien hammer it looks very much like one of them regards dave
