Itinerant farm workers, sheep shearers, canal navvies lived in tent camps etc etc.. There were also the herring fishermen working down the west coast and their shoreside families gutting the fish.
Governments have tried to move some of their major functions northwards or to Wales but there has been a lot of resistance. It's a pity they decided on London for the Olympic Games and Heathrow for expansion, it would have made so much difference to the Midlands.
