Most SAR volunteers I've spoken to over the years wouldn't want to see a pay-per-rescue system of any kind. What would be more helpful for the team members would be some reimbursement of expenses, such as fuel, personal kit, lost working hours etc. I reckon my membership of a mountain rescue...

They make quite a good impropmtu strainer/coarse sieve if you make a sort of mat out of them, with stems laid in both directions.
