"illegal"? I can't see how that could be used for anything other than a weapon really... sorry apart from that tineye turned up an old link to sheffield knives which has it as a hunting knife of some description.

As has been stated, it's a Push Dagger, and as such is illegal under section 141 of the Criminal Justice Act (1988)
As such it is illegal to make, buy, sell, lend or hire.
