Why not just buy a whole garlic bulb, seperate it down to each clove and plant them?
With the mild weather we've been experiencing there's no reason why it won't.
The bulbs may not grow quite as big as spainish ones but I know of at least 1 seed supplier supplying spainish garlis this year.
At the end of the day what have you got to loose if you try it?

Yep, just plant individual cloves in pots or in the ground. Plant on the longest day, harvest on the shortest day. Works for me.
