mobile phone registration for hill walkers

Hi all,
There was a thread on the forum a few weeks ago about registering phones for emergency situations for hill walkers etc. Used the search function, but can't find it again.
Anyone point me in the right direction please?

The guys at OVMRO have developed a neat system where they can get your smartphone to tell them where it thinks it is. obviously it has some limitations but it has been in use with some good results already, with other teams across the country starting to use it
