I designed and made this little tool today. I can supply these at £24.99 including P&P or you could make one from an old tent peg in about 5 minutes...

To make it, take a normal tent peg, the type that is a straight piece of wire with a single bend in it. Clamp in a vice so you can put a further bend in the head (short bit). A bit more than 90º should do. Then put a 90º bend in the long part of the peg in-line with the original bend and voila!

I tried with a straight tent peg but it didn't hold. You could probably just bend it by hand or with a Leatherman

For runners to work you need the line to be slack (i.e. you need to take the tension off before adjusting it) - this limits the tension you can put into it. This method can put more tension into an already taut line
