from the picture it looks quite good.

the straps with rivets(horizontal) are designed to hold webbing pouches like water bottles or spare ammo pouches.
you will see the same design on "us alice packs" but theres no reason why you coulden't use it to strap on gear such as sleeping mats, tarps, axe ect.

the shoulder straps appear that they would put the pack quite high on the back probably so it sits above webbing. some people find this uncomfortable but it means you can wear a bum bag or simular.

one quite important point:
40l for one bag can be more or less than another it depends how they've measured it! some companies just measure the main compartment others measure every pocket! i don't know how the military do it!

with army stuff you can usually say:
it is made of tough material
therefore it will last a long time but will be heavy!

the flip side is that:
it possibly is made cheeply,
and the army dosn't go in for comfort for the individual!

basically what i am saying is go find one, have a good look at it try it on, if possible with weight in it.

my first impressions are:

looks like a pretty strong and usefull bag but i would want to try it on!

(...) everyone else sells these bags as a 30 liter pack....

Idem dito ...
You see them on and off overhere ... Mostly used by "cool" college guys (...) as a day sack for books and lunch box ;) ... Unless of course we are talking about 2 completely different sacks (a 30 AND a 40 ltr). Never heard of a 40 ltr one though ...

I haven't personally used one myself, but I have seen the dpm version (also listed on that site).

The dpm one I saw was made out of a very stiff and coarse cordura (more so than British dpm) which made the pack a little too rigid for my liking.

It also had a piece of foam inserted into a sleeve to act as padding (similar to the way Karrimor does it in their sabre packs), and the two side pocket lids are secured by two press stud fasteners (which was not ideal - side release buckles would have been much better/more secure).

I also agree that they are more like 30L rather than 40L.

On a side note, the Dutch army is replacing this with some of the smaller packs in the Lowe Alpine range:

I've got a DPM version. Paid £19.99 for it and its not to bad, no waist belt but otherwise OK. Made of sturdy stuff and will withstands a good down pour, invest in a good Bergen liner (neoprene or similair, or heavy duty bin liners) to improve on this.

Use it for walks in the hooloo etc.

I bought the French 35ltr rucksack listed a few years ago, and its been very durable and reliable - useful in that its cheap, waterproof, and has a few nice features like a clip in the left shoulder strap for ease of removal.

Its got quite a few external buckle points as well, so other kit can be added easily.

Definitely worth 15 quid anyway...

Edit: Just found out its called the F2 Rucksack, in case you want to find better pics than the exarmy one

A friend of mine got one of these and would not recommend it. As was said above, it's not great material and the poppers on the pockets did not last. It also seems rather expensive; you could get much better made civilian rucs at this price and in low-profile colours too. Don't forget, military kit is made to last and by the lowest bidder, not with the comfort of the soldier in mind!

Just a thought, Endicotts had Sabre 45s at £35 on a BCUK offer a while ago (see the Offers section). If they've still got them, that's a far superior military-style ruc than this dutch effort.

Try the 35l external frame rucksack from Surplus and Adventure. The site isn't renowned for excellent service, although I had no problems personally. At £9.95 it is a bargain, they are built to last, comfortable and very spacious. It is definitely bigger than 35 litres!!

Click here and it is the top left bag you are looking at. Whilst you are there, why not treat yourself to one of these??

Good luck with your purchases!!!
