Those percolator coffee pots are as scarce as hen's teeth over here.
2/3 pot of cold water, 2/3 basket of coffee, on the stove, medium heat.
The small amount of water under the bottom skirt boils most quickly.
The steam causes water to blurt up the hollow stem, against the inside of the hollow glass knob.
That drips down through the coffee grounds in the basketas more pot water seeps under the bottom skirt.
Bit of a learning curve to get the temp and the time to what you like.

Looking at your pix, it's not a "filter" kit, it's the percolator guts. You use it the same way as any ordinary percolator. Using a real paper filter in the basket isn't necessary but it will help keep grounds out of the coffee.
