Not quite sure under which heading this should appear, but kit is probably the focal point. Yes, a Garmin InReach or the like would have likely got him rescued within hours.

A fishing boat sank recently, with 5 fishermen 30 miles off the US coast, but they had a PLB and were rescued within 5 hours.
