Car Boot Find ID help please

Sorry it's not very bushy but I'm sure some of you guys here will know what this item is for.

I'm thinking chimney sweep or horsey type thing. Open to suggestions and greater expresions of knowledge.

I think it's a weight for tethering livestock/horses. Think there was a thread on one a month or so back.
