Proberly!!! I am presuming it is arctium lappa.

but not looking like that, it needs to be before it flowers or it is too woody. Normally near a mature plant there will be a first year plant, but this time of year it can very difficult to follow now dead shoots down to find the correct root. You need to be very sure that what root you dug up is burdock not another nearby plant.

Canada doesn't seem to have any toxic burdocks. but I know very little of your native flora but i am quite prepared to learn:D

you wont be able to dig it up any ways because there is a foot of snow on the ground and the ground is frozen.

OOoooo boasting now are we, just because you get proper weather and we don't:D

There has got to be some point in spring when the ground isn't frozen and it is not mature enough to flower. Basically it will store it second year growth energy in the root, and further it is in to its second year the more woody the stem. If you harvest to early into first year the root is small and not worth the energy digging it up. One of the biggest things with foraging is understanding your local conditions.
