I know what you mean (we call it the Mennock Pass BTW) - difficult one to find a solution to - a lot of the mess is caused by people trying to help - leaving their rubbish nicely bagged at the side of the road. Council say it's a health and safety issue stopping the bin lorries picking them up, they get left, sheep, foxes, seagulls etc rip them open - nice clean pile is suddenly a complete eyesore. Skips get set fire to by the neds...... Council still won't even put up signs asking people to take their rubbish home.
