Promaster Tough - cell replacement?

Had this for 23 years and it has finally stopped charging.
Tried sunlight, lamps etc but google suggests it’s time to replace the cell?
However, a couple of attempts at finding a shop to do it have been unsuccessful.
Any shop.company recommendations?

I’m assuming this can’t be done at home btw!
