Hi Colin
Most people would use their stone until it was worn out, unless they were unhappy with that sharpening method, but I bet that most people that have used a waterstone would be happy with it. Your best bet would to look on ebay,used ones do appear sometimes but very rarely.

IKEA used to sell on one for a fiver, not sure if they still do. Might be worth a visit.
