Have you thought of something like this:

http://www.amazon.co.uk/Universal-Mirror-Replacement-Glass-Solution/dp/B002R8FGYI/ref=sr_1_2?ie=UTF8&s=automotive&qid=1266948569&sr=8-2
or

Possibly not the cheapest, but the first that I found. And not my idea - credit goes to John D. McCann in his book "Build the Perfect Survival Kit: Custom Kits for Adventure, Sport, Travel"

Have you tried a CD
cut in half and trim to fit the tin
Or use a full cd and store in one of those round shaped cd cases not a lot of weight and it has the sighting hole in it

could you not just polish the inside of the lid? it hasnt got to be a perfectly silvered surface, just reflective

chocolate and time is an excellent polish

Whilst all of the ideas suggested will work, perhaps read the independent reviews of signal mirrors and use that as a starting point for selecting the best available.

In an emergency, when needing to use a PSK signal mirror, you want the very best for that specific task, which may not be the same as one which is improvised, or selected for inclusion in a tin!
