What exactly is the state of the maglite?

After inspecting the maglite I have came to the conclusion that either the bulb is done or the switch assembly is done. The switch assembly is this bit:





Apart from that the maglite is in a used but otherwise undamaged condition.

I measured the waterproof trousers along the back waistline and it came to approximately 18", I'm unsure if this is the correct way in measuring clothing :/
