Depends.

If cellulose thinners shifts it, then probably. If it doesn't it's most likely not worth the bother.

Cheapest way I know to get stuff that might shift it is to buy a 5ltr can from a garage that repairs paintwork.
It's a lot of thinners though and will last you years.

Depends on how much you paid for the blanket too, some are too past it to be considered trying to restore them.

When I used to use a lot of enamel paint (Airfix, yes I'm a geek) white spirit was always what I used to clean brushes. Never harmed even proper bristle brushes, even if I'd been naught/lazy and left it to dry before cleaning. Everyone has at least one bottle of white spirit in the shed/garage/drinks cabinet.
