Layout pad and marker pad paper? Not waterproof as such but the marker pad does not bleed through to the sheet underneath.

perhaps what you mean is ''Drafting Film'', which is transparent and used for technical drawing/architectutal drawing/art etc, just google 'drafting film' for info.
