Is it still legal to use a minnow bottle to catch minnows for live bait?

I don't think there's a problem with catching the minnows but I seem to remember reading somewhere that it's illegal to fish with live bait.

Not a problem here in Scotland, some fisheries dont allow fishing with minnows tho, if it doesn't say it on the permit then go for it!
