just got off the phone from having a chat with the guys at the EA, seems the plans for charging to issue tags next year for crayfishing, have been scrapped, also they are going to increase the yearly ticket to cut down on paperwork, so it'll prob be 2 or 5yrs
simply send your paperwork off, asking for a year ir 01/01/12 to 31/12/12 and they will change it at their end, if they deciede to lengthen time limit
