Here's a low cost solution to carry a water bottle on the hip belt of a regular rucksack without to much wobble or
having the weight dragging the belt back through the buckle.

The pouch is for a "Bladerunner" plasterboard cutter but the elasticated sides also make it a snug fit for a one litre bottle or whatever else you need to hand. They're about £6-8 from any good builders supply merchant. Whilst you can get some MOLLE bottle holders for less money without the matching attachment points on the waist belt/padding I doubt it will be as stable as this.

Use the belt loop or quick clip provided on the pouch to secure it to the waist belt then fold the soft cover flap over the top of the hip padding and when the belt is secured it's not going anywhere. If you use the clip rather than the belt loop it becomes a relatively simple and quick process to move the bottle-pouch from pack to personal belt when setting up camp and changing over to Bushcraft/explorer mode.

The only downside is gap between the pouch front & rear material and the elasticated sides at the bottom,
this would need a little time with needle and thread to sort out if worried about smaller items dropping out.
