Are these a 32” inside leg regular?

They actually measure 29 inches from crotch to hem, but I wear a 32 inside leg and the crotch has about 2 inches of bagginess so they fit me like a normal 32 when worn at waist height with a belt.
The waist measures 20 inches across. I wear a 35 inch waist and i would say these are more like 38+ but then do give plenty of room for manoeuvre.
