It's either Poplar or Willow. There was lots of poplar down falling from the trees where I stayed last night. It will ignite from a spark but burns very quickly.
I got stuff like that from one of the bio-mass (not much good for baskety) willow sites a couple of years ago. I'd never seen such a profusion of it before, and thought at first it was one of those foreign caterpillar nest things 
It had started to fluff and then gotten soaked so it all clumped down into sheets that I could *peel* off the branches. It burnt well though.

I have seen such quantities before on willows, though not on the common Salix caprea.

i have a sackful of this in the shed!
driving around the fenns (ther's alot of willows!)
the stuff is in the air everywhere, some areas under trees look like it's snowed!
couldn't stop to collect though!
