I have this bag not sure where I got it from. Slightly puzzled by its purpose. Seems like a ruck sack but shoulder straps are very narrow and even fully adjusted out very short. So unless your a very small skinny guy your not getting far with it. Am I missing something?

It looks like the old 58 Pattern large webbing bag.

Edit: to answer your question, the bag is worn as part of the webbing system and straps on to that, and sits above the kidney/waist pouches high up on your back. It straps on to the yoke over your shoulders. Here’s a handy vid which explains it a bit:
