I have some canvas webbing lengths if they'd be of any use Sam....sew or rivet them on ? Would leather maybe look more 'right' though?

I'd also go with rivetting AND sewing some leather on either to hold D'rings or "molle" style into which you can thread straps etc. The sewing will prevent the rivet pulling through and the rivet will hold the weight. If you mark and make the stitch holes in the leather first you're guaranteed it'll look neat, at least on the outside anyway.

The leather dog collar idea cuts out fabricating the straps. Pre made, various sizes to choose from. Then just mark, and sew and rivet on.
Otherwise d loops with leather tabs, then just strap through them. Nice ideas.
