My recommendation would be something like Sedgwicks Leather treatment (made from tallow, natural oils and beeswax)
Wet leather should be dried slowly without heat.
Be very careful using Neatsfoot oil. It soaks in fast and can turn the leather "mushy" if over applied
The leather with the "furry" inner surface could be belly leather, which tends to be looser texture.
A suggestion to get it smooth could be to try applying a burnishing gum such as tragacanth or tokenole. Apply a thin layer then burnish with a smooth piece of bone or antler.

The belt features a solid cast brass 2 pin buckle @ 38mm width on Australian Nut bridle leather @ 4mm. The matching pouch for a Falkniven TK4 in the same leather.
