I was a bit disappointed with my Alpkit Gamma but it is pretty good for the money.

An alternative way to test a file (without snapping the end off) is to cut off the tang (with a hacksaw or cutting disc if it is too hard) and try hardening it.
I find it easier to temper the file to 59/60Rc suitable for a knife and then grind it hard though you will struggle to do it this way...
I dont think it would be a very useful shape and I am not sure I have ever seen such a handle.
An oval/rectangular handle is better for control as it is less likely to slip round and you can feel which way the knife sits in your hand.

Those racks are notorious for snapping, I have seen a few broken ones with far far less weight than you have in the picture.
You would be much better off with a normal rack though obviously you cant on that bike.
If you are riding off road it can be better to carry your gear in a back pack...
