    Cars don’t kill people. Drivers do. (Even cars have been used as weapons.) Banning won’t work. Regulating will place limitations and enable law enforcement that preempts injury. Nothing wrong with target shooting. If you do it with a lethal tool, just do it with one that is regulated.
