It was certainly available mid 70's onwards as the company I worked for manufactured it. We supplied it to the greenhouse industry as a soil warming cable to allow them to bring their fruit / veg to market several weeks earlier that 'outside' planting.

I found a stainless steel container that had a 'lid on a hinge' and an over centre 'lock' to hold it down. It has a rubber seal that fits around the inside of the lid that needs removing before heating (but it's just a 'ring' that lifts on/off with no problems).

I have the DownMat 7M and have never had a 'damp problem' but the big difference maybe is I use a Tent rather than just a A-Shaped Tarp.
I don't have any experience of the SynMat but given the choice I go for the maximum insulation cold ground SUCKS the heat out of you.
