If one takes the wording that means that if one has gloves on when defending oneself or uses an umbrella to push the assailant they are "offensive weapons". How about your hands? Or if you kick the bugger, your shoes are weapons. Kind of leads to that one cannot defend oneself.

There is an example of a different system that works in the nordic countries. Admittedly, the average population density is a LOT less than UK's. The rules are fairly clear on what is allowed what is not, generally they work.

It all depends but for the basic grades SS is at the moment cheaper than Al. I wouldn't expect that to affect much as I have a feeling that manufacturing is by far the most expensive stage.
