If you cant get them off easily try drilling a couple of holes in the scales, down to the tang and screwing in some self tappers (grind the tips off first)
You can then tighten them against the tang. This might just pop the scales off cold or help them come off when you boil them.
You can (obviously) save a lot of time making in a batch but it is also possible if you are not careful to make the same mistake on every knife before you realise.
If you are not sure of your design or construction, do a one off first or at least make a model and check the ergo's

Farriers Rasps are good for a large knife and are not too thick. They are generally about 5 x 45 x 350 They make a good camp knife.

An alternative way to test a file (without snapping the end off) is to cut off the tang (with a hacksaw or cutting disc if it is too hard) and try hardening it.
I find it easier to temper the file to 59/60Rc suitable for a knife and then grind it hard though you will struggle to do it this way...
I dont think it would be a very useful shape and I am not sure I have ever seen such a handle.
An oval/rectangular handle is better for control as it is less likely to slip round and you can feel which way the knife sits in your hand.
